It has not worked in California and will not work on the national level either. My main point was to say that California has multiple calamities at the same time. The water situation in northern and central valley is the worst that I can remember, and there is absolutely no solution other than a whole lot of continuous rain and snow; and even then, with the Delta issues, there is no guarantee that the water will ever get to those farmers who really need it.
